Proposed FY 2007 Transfer of Appropriated Funds from NIU to UI for CARLI Collection Development/Management Activities-Statewide Library Program

Background

The Illinois Cooperative Collection Management Program (ICCMP) is a 20-year old alliance which specializes in statewide continuing education programs for bibliographers; the disbursement of grant funds following peer review to enhance library collections, both print and digital; and to undertake periodic analyses and assessments of academic library collections statewide to determine the depth, extent of overlap and gaps in collection coverage. The program has been housed at a number of higher education institutions over the years including DePaul University, Illinois State University and, most recently, Northern Illinois University (NIU). For most of its history the program was funded by annual HECA grants. In FY 2002, the IBHE permanently transferred a HECA grant for the ICCMP to NIU’s general revenue state appropriation. 

Recognizing the advantages of consolidating three statewide library programs, a new organization, the Consortium of Academic and Research Libraries in Illinois (CARLI) was formed after member libraries in ICCMP, the Illinois Digital Academic Library (IDAL) and the Illinois Library Computer Systems Organization (ILCSO) voted to approve a consolidation.

The University of Illinois was designated to act as the host fiscal and contractual agent for the newly formed consortium, and, by mutual agreement, the programmatic and fiscal administration of the ICCMP program was to be transferred from NIU to UI, effective in FY 2007.

Action Requested

In FY 2007, the $245,000 state general revenue appropriation would be transferred from NIU to UI.  The transfer requires a base operating budget reduction of $245,000 at NIU and an increase of $245,000 in the UI base operating budget.
