CARLI Board Minutes: December 4, 2020

Decisions

  • Minutes of the September 18, 2020, Board meeting were approved prior to the meeting.
  • The Board approved the proposal to partially extend the work done earlier this fall in response to the ongoing library service changes and closures due to COVID-19 as noted:
    • To extend the term (i.e., fixed) due date for all I-Share resource sharing loans, i.e., where the patron is borrowing an item from another I-Share library though Alma and Primo VE, from the current setting of February 1, 2021, to May 7, 2021.These settings will be changed in Alma by the CARLI office staff in late December 2020.
    • Unlike in fall 2020, we will NOT do bulk renewals on all items that currently have the February 1, due date. Patrons in good standing whose Alma user record has an expiration date later than February 1, may be able to renew these materials themselves.
    • We will survey the I-Share libraries to see if they would like to use the new term due date of May 7 for their “local” circulation (their patrons/their items) and have CARLI apply that setting, or if they want to use a local policy for those transactions.
  • The meeting was adjourned at 12:00 p.m.

Announcements

  • Thanks to all the Board members, directors, and library staff who were able to join us for the Governing Directors meeting, and the Annual Meeting. The recordings are available on the CARLI web site.
  • CARLI is pleased to welcome new staff member Adrienne Radzvickas. Adrienne was previously the Technical Services Librarian at Lincoln College. Adrienne will begin work on December 7.
  • CARLI is pleased to announce promotions of two staff members. Diane Day has been promoted to Senior Accounting Associate. Katrina Little has been promoted to Accounting Associate.
  • The 2021 Calendar Year E-Resources Selection Cycle closed with slightly lower total spending as several institutions pulled out of their “big deal” journals packages, looking to negotiate directly for individual titles or subject collections.
  • Several vendors kept pricing stable for this year including AAAS (renewals), American Chemical Society (by request only; did not include new content), American Mathematical Society, ArtSTOR/JSTOR (fee offset at invoicing of up to 5%), Duke University Press, eHRAF, Johns Hopkins University Press, Sage Premier (journals), and Wiley.
  • CARLI is close to finalizing a new agreement with the American Chemical Society (ACS). The new agreement will run through calendar year 2025.
  • CARLI will be hosting an E-Resources Brokering Webinar on January 13 to provide an overview about CARLI’s e-resources brokering program, as well as share data about the calendar year 2021 cycle. E-Resources staff will be able to answer questions and will use feedback to inform future webinars and trainings.
  • The Association for Computing Machinery (ACM) has introduced a new transitional publishing/pricing model called ACM Open that they are hoping to implement following  contract next year. CARLI is working with the most affected research libraries to determine if it will be feasible for CARLI to support the model.
  • CARLI is collecting ILDS holiday closure information for libraries.
  • CARLI will begin meeting with the I-Share Assessments Task Force to set assessments for FY25-27. The task force expects to have a preliminary report for review at the March 2021 Board meeting, with a final recommendation for the June 2021 Board meeting.
  • CARLI has received a grant for $125,000 from the Illinois State Library to purchase consortial ebooks through the existing agreements with Wiley Online Books, and Oxford University Press for its Oxford Scholarship Online and University Press Scholarship Online platforms.
  • CARLI has begun the implementation process for the CARLI Hub on the OER Commons site. The public launch of the hub is tentatively set for March 2021.
  • CARLI members have access to a wide array of educational webinars through the Professional Development Alliance. Event information and registration are available through the CARLI web calendar.
  • CARLI has earmarked 10% of our state allocation for a possible budget recission.
  • The Program Planning Committee is working on the agenda for the 2021 New Directors Institute. The event will be held via Zoom February 10-12.
  • CARLI committees submitted their initial recommendations regarding revisions to the committee structure for FY22 and beyond. Based on feedback from the CARLI Board and staff, committees will submit their final recommendations for review at the March 2021 Board meeting.

Tasks Assigned

  • CARLI will implement changes in I-Share related to the approved proposal regarding the extension of due dates.
  • CARLI will implement changes in Alma by January 1 to support the end of fines and processing fees for overdue and lost materials as approved by the Board at their September 2020 meeting.
  • CARLI will provide feedback to the committees regarding their initial recommendations regarding revisions to the committee structure for FY22 and beyond.
  • CARLI will set up the initial meetings of the task force to address changing the CARLI Strategic Priorities to embed concerns related to anti-racism and social justice.
